Requirements
For a successful upload to Telekom, certain layers and the corresponding attributes must be available. These attributes are defined as mandatory fields in the respective objects and are filled automatically by the NET Scan App, provided the data capture was done directly in the field.
A prerequisite is an RL-Measurement (polygon) that contains the following information:
- Name
- SMA identifier (assigned by Telekom)
Missing values as well as formally incorrect or implausible entries can cause an upload error. Further information on mandatory fields can be found in this article. If a new scan is created within this Measurement / this polygon, the two objects are linked automatically. For this reason, it is recommended to create the RL-Measurement polygon first. A subsequent linking of scans is also possible.
SMA identifier
The Service Management Number (SMA) is assigned by Telekom as part of the Digitale Baubegleitung and is used to uniquely identify a construction project.
If the SMA check fails or no valid status can be determined, this may be because the device manufacturer has not been approved yet. Please ensure that TKI Software Workspace (Tele-Kabel-Ingenieurgesellschaft mbH) is approved under device manufacturer permissions:

Notes on the SMA:
- The SMA is assigned exclusively by Telekom.
- An SMA always starts with the digit 2.
- It is 9 digits long and must contain numbers only.
- The SMA is valid for a limited period of time.
- After expiry or deactivation, the associated QR code can no longer be used.
Status of a construction project
A construction project can have different statuses within the Digitale Baubegleitung. These indicate the current processing and approval state.

Upload to Telekom and interaction with Digitale Baubegleitung
In the Measurement form as well as on individual scans, an additional button is available in the left sidebar to access Telekom’s Digitale Baubegleitung. It is possible to transmit entire Measurement areas or only individual scans to Telekom.
Raw data upload
Telekom wants to see construction progress on a daily basis.
For this reason, each scan recorded in NET Cloud is transmitted automatically and immediately as raw data to Telekom’s Digitale Baubegleitung.
A manual upload is not required for this.
A raw data upload can be repeated at any time as long as the data has not been transmitted to Telekom as processed data. To do this, enable the option “Send as raw data” in the upload panel under Options.
Upload of processed data
The “Upload” button transmits data to Telekom as processed data. Scans, photos and related information are transmitted in their final processed form.
Typically, this upload is only required once per scan/object. After a successful upload, the data is marked as “Uploaded” in NET Cloud.
If additional information is added later (e.g. digitized route data), this information is also transmitted to Telekom afterwards.
With each successful upload, the upload date is overwritten. If there are no new changes to the object, the existing date remains unchanged and no new upload is performed.
Transmission usually takes less than one minute. After a successful upload, the message “Successful” appears on the screen.
After a successful upload, Telekom data is stored on the object. This includes:
- the upload status (e.g. “Uploaded”)
- the timestamp of the last successful upload
- Telekom Media ID
- Telekom ID
Note: If the Media ID is empty, this can indicate that the scan contains no digitized objects. In this case, this should also be reflected accordingly in the status.
Upload status in NET Cloud

Forced upload
The “Force upload” function allows a scan to be transmitted to Telekom again, regardless of the upload status stored for the dataset.
This function is used in exceptional cases, in particular when:
- a scan was accidentally assigned to the wrong SMA, or
- a re-transmission is required for technical or professional reasons even though the upload is already marked as completed.
Forced upload is intended exclusively for support staff.
To protect data integrity and prevent unintended incorrect transmissions, this function is password-protected.
The password is not provided to users and is reserved for support.
Please contact support in such cases so the correction can be performed in a controlled, traceable and correct manner.
Notes for uploading scans
For a successful upload of scans, the 3D scans must be assigned to a Measurement.
The Scan ID is the unique reference of the 3D scan in the NET Cloud system and must not be confused with the Telekom ID. The Telekom ID is the unique reference of the scan in Telekom’s Digitale Baubegleitung.
The GPS accuracy, specified in meters, describes the precision of the scan.
The scan date is determined directly from the scan and indicates when it was recorded.
The date when the scan was uploaded to NET Cloud is stored in the “Created at” field and cannot be changed.
Each 3D scan receives its own Media ID in Telekom’s Digitale Baubegleitung.
This Media ID is stored in NET Cloud to enable unambiguous assignment of the transmitted data.
Notes for uploading photos
Photos do not need to be linked directly to a scan or to the Measurement.
It is sufficient if the photos are located geographically within the area of the Measurement. In this case, they are considered during upload and transmitted.
Each photo also receives its own Media ID in Telekom’s Digitale Baubegleitung, which is stored in NET Cloud for unambiguous assignment.
Photos can be assigned Photo-Tags. These tags provide a special marking for special photos and are transmitted to Telekom during upload.

Link scans to a Measurement polygon afterwards
If no Measurement polygon existed when uploading scans, it is possible to link them afterwards by clicking the button “Link Measurement afterwards”.
The Measurement must have an SMA and a name. If two Measurements overlap, the scan is linked to the Measurement that was created first.
Content of the data transmission
When “sending” the data to Telekom, the following content is transmitted (if available).
The starting point is the RL Measurement polygon. All network objects that are linked to this Measurement and that are also linked to a scan are selected for upload.
This affects the following layers:
Data transmission to Telekom is based on the interface specification, which defines the structural and content requirements. This specification includes a material list and defined minimum requirements that must be met for a successful upload.
According to the version dated 16/12/2024, new requirements apply as of February 2025. Additional materials for pipes and NVT were introduced, as well as two new object types: Grube and Kabelschacht.
A Grube is a point object and must include information about length, width, depth and surface. A Kabelschacht requires at least the specification of its type.
In addition, a name can be assigned to NVT, Muffen, Grube and Kabelschacht. This name is displayed as a label in the Digitale Baubegleitung.

The following example shows an LWL-Abschluss (Hauseinführung APL). The fields “Measurement”, “Scan” and “Created at” must be filled. The creation date is filled automatically by NET Cloud and cannot be changed by the user.
Additional export options
For each Measurement, it is possible to export the built objects as Shape data or alternatively in DXF, KML, GeoJSON or GeoPackage format.
Use the button “Export As-built data (Shape)”.
The export is carried out directly via the interface between the database and NET Cloud, i.e. via GeoServer.
Therefore, GeoServer must provide the required plugins.
By default, only Shape export is enabled. Additional formats can be enabled on request.
